Automakers are increasingly including black boxes in new cars in the event of accidents or safety problems and new NHTSA regulations may require the recording devices in all new cars and trucks. However, privacy concerns regarding the data gathered, with lawmakers like Rep. Michael Capuano of Massachusetts proposing legislation that would allow drivers to disable the devices.

Black box data recorders in new cars collect data revealing whether drivers were speeding or wearing a seatbelt, among a variety of other data, in the event of an accident.

Many motorists don't know it, but it's likely that every time they get behind the wheel, there's a snitch along for the ride.

In the next few days, the National Highway Traffic Safety Administration is expected to propose long-delayed regulations requiring auto manufacturers to include event data recorders - better known as "black boxes" - in all new cars and light trucks. But the agency is behind the curve. Automakers have been quietly tucking the devices, which automatically record the actions of drivers and the responses of their vehicles in a continuous information loop, into most new cars for years.

When a car is involved in a crash or when its airbags deploy, inputs from the vehicle's sensors during the 5 to 10 seconds before impact are automatically preserved. That's usually enough to record things like how fast the car was traveling and whether the driver applied the brake, was steering erratically or had a seat belt on.

The idea is to gather information that can help investigators determine the cause of accidents and lead to safer vehicles. But privacy advocates say government regulators and automakers are spreading an intrusive technology without first putting in place policies to prevent misuse of the information collected.

Data collected by the recorders is increasingly showing up in lawsuits, criminal cases and high-profile accidents. Massachusetts Lt. Gov. Timothy Murray initially said that he wasn't speeding and that he was wearing his seat belt when he crashed a government-owned car last year. But the Ford Crown Victoria's data recorder told a different story: It showed the car was traveling more than 100 mph and Murray wasn't belted in.

In 2007, then-New Jersey Gov. Jon Corzine was seriously injured in the crash of an SUV driven by a state trooper. Corzine was a passenger. The SUV's recorder showed the vehicle was traveling 91 mph on a parkway where the speed limit was 65 mph, and Corzine didn't have his seat belt on.

There's no opt-out. It's extremely difficult for car owners to disable the recorders. Although some vehicle models have had recorders since the early 1990s, a federal requirement that automakers disclose their existence in owner's manuals didn't go into effect until three months ago. Automakers who voluntarily put recorders in vehicles are also now required to gather a minimum of 15 types of data.

Besides the upcoming proposal to put recorders in all new vehicles, the traffic safety administration is also considering expanding the data requirement to include as many as 30 additional types of data such as whether the vehicle's electronic stability control was engaged, the driver's seat position or whether the front-seat passenger was belted in. Some manufacturers already are collecting the information. Engineers have identified more than 80 data points that might be useful.

Despite privacy complaints, the traffic safety administration so far hasn't put any limits on how the information can be used. About a dozen states have some law regarding data recorders, but the rest do not.

"Right now we're in an environment where there are no rules, there are no limits, there are no consequences and there is no transparency," said Lillie Coney, associate director of the Electronic Privacy Information Center, a privacy advocacy group. "Most people who are operating a motor vehicle have no idea this technology is integrated into their vehicle."

Part of the concern is that the increasing computerization of cars and the growing transmission of data to and from vehicles could lead to unintended uses of recorder data.

"Basically your car is a computer now, so it can record all kinds of information," said Gloria Bergquist, vice president of the Alliance of Automotive Manufacturers. "It's a lot of the same issues you have about your computer or your smartphone and whether Google or someone else has access to the data."

The alliance opposes the government requiring recorders in all vehicles.


 
 
WASHINGTON - People in the D.C. area are buzzing after pictures began popping up online showing what many believed to be a 'UFO' in transport along the Capitol Beltway.

The spotting took place around 11:00 p.m. Wednesday when drivers first saw the craft being hauled on a flatbed truck on I-270, then on I-495.

Maryland State Police confirmed that the strange craft was actually a drone aircraft made by Northrup Grumman that was being transported from West Virginia to Patuxent Naval Air Station in Maryland.

It wasn't the first time aircraft being transported had been mistaken for 'UFOs'. Last year, residents of Cowley County, Kansas mistook a similar flying machine.

DefenseTech.org reported last year that engineers practice aircraft carrier take-offs and landings with the drone on a strip of runway at Patuxent that's painted to resemble a carrier's flight deck.

Would you barcode your baby?

Microchip implants have become standard practice for our pets, but have been a tougher sell when it comes to the idea of putting them in people.

Science fiction author Elizabeth Moon last week rekindled the debate on whether it's a good idea to "barcode" infants at birth in an interview on a BBC radio program.

“I would insist on every individual having a unique ID permanently attached — a barcode if you will — an implanted chip to provide an easy, fast inexpensive way to identify individuals,” she said on The Forum, a weekly show that features "a global thinking" discussing a "radical, inspiring or controversial idea" for 60 seconds .

Moon believes the tools most commonly used for surveillance and identification — like video cameras and DNA testing — are slow, costly and often ineffective.

In her opinion, human barcoding would save a lot of time and money.

The proposal isn’t too far-fetched - it is already technically possible to "barcode" a human - but does it violate our rights to privacy?

Opponents argue that giving up anonymity would cultivate an “Orwellian” society where all citizens can be tracked.

“To have a record of everywhere you go and everything you do would be a frightening thing,” Stanley, senior policy analyst at the American Civil Liberties Union, told the Daily News.

He warned of a “check-point society” where everyone carries an internal passport and has to show their papers at every turn, he said.

“Once we let the government and businesses go down the road of nosing around in our lives...we’re going to quickly lose all our privacy,” said Stanley.

There are already, and increasingly, ways to electronically track people. Since 2006, new U.S. passports include radio frequency identification tags (RFID) that store all the information in the passport, plus a digital picture of the owner.

In 2002, an implantable ID chip called VeriChip was approved by the U.S. Food and Drug Administration. The chip could be implanted in a person's arm, and when scanned, could pull up a 16 digit ID number containing information about the user.

It was discontinued in 2010 amid concerns about privacy and safety.

Still scientists and engineers have not given up on the idea.

A handful of enterprising companies have stepped into the void left by VeriChip, and are developing ways to integrate technology and man.

Biotech company MicroCHIPS has developed an implantable chip to deliver medicine to people on schedule and without injection. And technology company BIOPTid has patented a noninvasive method of identification called the “human barcode.”

Advocates say electronic verification could help parents or caregivers keep track of children and the elderly. Chips could be used to easily access medical information, and would make going through security points more convenient, reports say.

But there are also concerns about security breaches by hackers. If computers and social networks are already vulnerable to hacking and identify theft, imagine if someone could get access to your personal ID chip?

Stanley cautioned against throwing the baby out with the bathwater each time someone invents a new gadget.

“We can have security, we can have convenience, and we can have privacy,” he said. “We can have our cake and eat it too.”
